
Underserved and rural entrepreneurs in Southwestern Pennsylvania face barriers to business growth, including limited access to capital, networks, and skills. The STEPP Forward Program addresses these challenges through inclusive entrepreneurial education, training, and mentorship that will help shape the future of our region. As part of the PA DCED’s Historically Disadvantaged Business Assistance Program* to offer Business Assistance Service Centers across Pennsylvania, the STEPP Forward Program (Supportive Training, Entrepreneurial Education and Partnership Pathways) is an 18-month, $1.136 million initiative designed to strengthen entrepreneurial capacity across eight counties in Southwestern Pennsylvania. It builds pathways for underserved and rural entrepreneurs by combining financial literacy, mentorship, AI-enabled business support, and competitions into a unified ecosystem of training and resources.
What makes this program unique is its regional scope and collaborative structure: four key partners manage localized hubs, ensuring cultural and contextual relevance while maintaining unified oversight through Seton Hill University’s Wukich Center for Entrepreneurial Opportunities. This structure guarantees local ownership while leveraging university expertise and resources.

Assist underserved and rural entrepreneurs located in southwestern Pennsylvania to start and grow businesses with equitable access to training, education, mentorship, and partnerships within a supportive entrepreneurial ecosystem in preparation for advanced technical support services, e.g. SBDC.

We envision a thriving entrepreneurial ecosystem where underserved and rural entrepreneurs have the foundational skills, resources, and networks to grow sustainable businesses and revitalize communities across SW PA.

As the founder and current Executive Director of Women Empowered for Entrepreneurial Excellence (WEEE), Alice exhibits a devoted advocacy for equity and empowerment. In partnership with Seton Hill University through WEEE Build STEPP FOWARD, she has cultivated an environment rich in opportunities for Business Growth, and shared learning experiences offering a vital platform of financial stabilization for under-resourced and disadvantaged business owners. WEEE Build STEPP FORWARD fosters the success of small enterprises through impactful workshops, one-on-one coaching, mentoring and small group cohorts.
